Initial On-Site Visit Consultation (Optional)
The City is now offering an Initial On-Site Visit Consultation to support homeowners with the rebuilding process. This is an optional program intended only for families who have not yet submitted a rebuild application or begun the rebuild process. This program does not apply to families who are already in the rebuild process. This program does not substitute or replace the need for any required documents necessary to approve a rebuild application on the City’s rebuild checklists.
Before submitting your architectural plans, you may schedule a one-time, optional site visit with Malibu Planning and Building Safety staff to provide early on-site guidance to rebuilding after the disaster.

Eligibility & Project Types
- Original property owners at the time of the disaster
- Like-for-like rebuilds
- Like-for-like rebuilds with up to a 10% increase in size
What to Expect
During the visit consultation, you and your design team can:
- Confirm rebuild eligibility
- Review building footprint, height, setbacks and site constraints
- Discuss required permits, studies and review processes
- Clarify next steps before formal plan submission
Following the visit, you will receive a written summary and clear direction to help move your project forward and reduce potential delays.
The program is designed to help reduce uncertainty and delays and create a clearer path to approval.
How to Request a Consultation
Homeowners may call the Rebuild Center at (310) 456-2489 ext. 400 to request and schedule an on-site visit consultation. The checklist should be completed and submitted by the design professional team in advance. The checklist guidelines must be fully completed.
Once the consultation is scheduled, Rebuild Center staff will follow up to confirm the names and titles of all attendees and ensure that the design professional team brings a full set of plans for review during the on-site visit.
