PCH Town Hall Recording Now Available
On Wednesday, March 26, the City of Malibu, Supervisor Lindsey P. Horvath, LA County’s Third Supervisorial District, LA County Sheriff’s Department, LA County Public Works, Caltrans, and U.S. Army Corps of Engineers hosted a virtual Town Hall regarding the impacts of the Palisades Fire on Pacific Coast Highway (PCH).
From infrastructure impacts to ongoing recovery efforts, the meeting covered key topics affecting residents and commuters.
Phase 2 Debris Removal Deadline Approaching: Right-of-Entry (ROE) Forms are Due Monday, March 31
Whether you’re opting in to the government-run fire debris removal program or choosing to hire your own private contractor, you must submit the required ROE form to LA County by Monday, March 31. Property owners can get help from the US Army Corps of Engineers (USACE) to complete their ROE forms at Malibu City Hall Friday, March 28, 9:00 AM – 2:00 PM, and Saturday, March 29, 9:00 AM – 2:00 PM. USACE is available by phone at (213) 308-8305 or email socalwildfires@usace.army.mil.
LA County’s representative, Tetra Tech, will also be at Malibu City Hall to help on Monday, March 31, 9:00 AM – 2:00 PM. Tetra Tech can be reached by phone at (323) 673-5547.
Debris Removal Updates
Phase 2 Debris Removal – Status Update
The US Army Corps of Engineers (USACE) continues to expand Phase 2 debris removal on Malibu properties and anticipates reaching full operational capacity in early April.
- Current clearance rate: 30 parcels/day, goal: 35+ parcels/day.
- Early April target clearance rate: 40+ parcels/day, reaching 60% completion by end of May, including PCH.
Please note that traffic and haul route adjustments may slow progress.

Opt-In/Opt-Out Rates for LA County Government Fire Debris Removal Program
The following figures represents the number of Malibu property owners who have submitted their required Right-of-Entry (ROE) forms to either opt-in or opt-out of the free, government-run fire debris removal program as of Thursday, March 27:
- Total eligible parcels: 640 (320 on PCH, 320 non-PCH).
- Opt-in parcels: 420 (173 on PCH, 247 non-PCH).
- Opt-out parcels: 97 (40 on PCH, 57 non-PCH).
- Non-responsive parcels: 123 (107 on PCH, 16 non-PCH).
- Transferred to Army Corps of Engineers for fire debris removal: 277 (115 on PCH).
The deadline to complete your ROE form is Monday, March 31.

Wildfire Recovery Grant for Medical Equipment Now Available
The Disability Community Resource Center (DCRC) has launched a Durable Medical Equipment Wildfire Recovery Grant to help replace essential medical devices lost in the Palisades and Eaton Fires, including mobility aids (wheelchairs, walkers, etc.), respiratory support equipment, medical monitoring devices and daily living aids (hospital beds, etc). The grant is funded by a $100,000 donation from the Albertsons, Vons, Pavilions Foundation.

Struggling after the wildfires? Join The Mindry’s Wildfire Support Group for a safe space to share, heal and connect. The City is pleased to announce progress on the rebuilding effort since opening the Malibu Rebuild Center on Monday, March 10:
- Initial Rebuild Appointments/Site Verifications – 123 Properties
- Architectural Plan Submittals – 6 Pending / 3 Approved
- Building Plan Check Submittals – 0 Received/ 0 Approved
- Certificate of Occupancy – 0
