(Malibu, CA) — The Malibu City Council held a public hearing on Wednesday, March 12, for the second reading of the Disaster Rebuild Ordinance, finalizing key updates to the Local Coastal Program (LCP). Council voted 3-0 with one abstention and one absence to officially adopt the ordinance, providing a clear, efficient path for property owners rebuilding structures damaged or destroyed by the 2025 Palisades Fire, 2024 Franklin Fire, 2024 Broad Fire, and 2018 Woolsey Fire, as well as future natural disasters that may impact Malibu.
“This adopted ordinance represents a pivotal moment in Malibu’s recovery. We collaborated on these amendments with a vision of rebuilding Malibu stronger than ever,” said Mayor Pro Tem Marianne Riggins. “It is not just about rebuilding properties — it is about rebuilding with resilience so we can recover safely and sustainably.”
The Disaster Rebuild Ordinance has been under development for nearly two months. The City sought community input and extensive Council review to ensure it prioritizes community needs while aligning with state and local requirements.
- January 27, 2025: The City Council initiated Local Coastal Program Amendment (LCPA) No. 25-001 and Zoning Text Amendment (ZTA) No. 25-001, directing staff to collaborate with the Planning Commission as soon as possible.
- February 20, 2025: The Planning Commission reviewed the proposed amendments and provided recommendations to the City Council.
- March 4, 2025: The City held a public workshop to present the proposed ordinance and gather community input.
- March 5-6, 2025: The City Council conducted a public hearing, deliberated on the amendments and community goals and introduced the modified Disaster Rebuild Ordinance. Additionally, the Council adopted Urgency Ordinance No. 524U to incorporate the changes to the MMC immediately.
- March 12, 2025: The City Council held a public hearing and adopted the Disaster Rebuild Ordinance, effective April 11.
The City is processing these changes in time for the California Coastal Commission meeting in April. The agenda will be posted at: Coastal.CA.Gov/Meetings/Agenda
To ensure residents have the resources they need to rebuild, the City is hosting a Community Meeting Series to provide guidance on technical requirements and permitting for specific neighborhoods. Meetings will be at Malibu City Hall (23825 Stuart Ranch Rd) and via Zoom.
