Malibu Business Pulse Survey: Stronger Businesses, Stronger Malibu
Malibu is committed to supporting our local businesses, which are the heart of our community. To better understand challenges facing our business community in the aftermath of the recent fires, we have launched the Malibu Business Pulse Survey. Your feedback will help us better understand the needs of our business community and develop targeted support efforts during this recovery.

Insurance Commissioner Lara approves major FAIR Plan expansion to help HOA’s, Farmers, and Businesses Access Insurance Coverage
California’s FAIR Plan expansion aims to provide essential insurance coverage to homeowners associations, affordable housing developers, farmers, builders, and business owners facing high costs or lack of coverage. Commissioner Ricardo Lara’s action is designed to prevent further insurer withdrawals, reduce costs, and improve consumer choices.
On Wednesday, April 2, the California Department of Insurance hosted a town hall at Malibu City Hall to provide an update on wildfire recovery, strategies to prevent fraud during the rebuilding process, insights into the insurance market outlook and valuable resources to support recovery efforts following the Los Angeles fires.
Debris Removal Updates
Phase 2 Debris Removal – Right of Entry Deadline Extended to April 15
The deadline to submit your Right of Entry (ROE) Forms has been extended to Tuesday, April 15. Condos, townhomes and multifamily mobile home parks are now ELIGIBLE for federally funded debris removal.
Whether you’re opting in to the government-run fire debris removal program or choosing to hire your own private contractor, you must submit the required ROE form to LA County.

Debris Removal Right of Entry (ROE) Assistance Station
The City is hosting a Fire Debris Removal Right of Entry (ROE) Assistance Station at Malibu City Hall.
An LA County representative will be at City Hall to assist with:
- Answering ROE questions
- Providing status updates on ROEs
- Assisting in collecting required documents
- Reviewing ROE documents
- Assisting with the opt-out process
LA County Support: Monday – Thursday, 10:00 AM – 2:00 PM (Assistance with forms)
US Army Corps of Engineers: Monday – Friday, 10:00 AM – 2:00 PM (Debris removal questions)

- The session is being hosted by McChyrstal Group, the third-party consultant retained by LA County to conduct an independent review of alert and evacuation processes for the recent fires.

- APRIL 10: Coastal Commission Hearing on Malibu Fire Rebuilding Code Amendments
- 9:00 AM at Hilton Santa Barbara Beachfront Hotel
- The California Coastal Commission will review the City of Malibu’s Local Coastal Program Amendments for homes damaged by fires and other natural disasters at a public hearing on April 10, at 9 a.m. Members of the public can attend in-person in Santa Barbara or virtually.

Malibu Rebuild Center Progress Update
The City is pleased to announce progress on the rebuilding effort since opening the Malibu Rebuild Center on Monday, March 10:
- Initial Rebuild Appointments/Site Verification – 155 Properties / 12 Follow-up visits
- Architectural Plan Submittal – 6 Pending / 4 Approved
- Building Plan Check Submittal – 0 Received/ 0 Approved
- Certificate of Occupancy – 0
The City is committed to doing everything possible to help property owners get through the rebuilding process.

Community Meeting Series Continues Each Tuesday Through April 22
To ensure residents have the resources they need to rebuild, the City is hosting a Community Meeting Series to provide guidance on technical requirements and permitting for specific neighborhoods. Meetings will be at Malibu City Hall (23825 Stuart Ranch Rd) and via Zoom.
