Proposed authority would: administer diverse funding streams; lead public-private rebuilding coordination; acquire/bank land with resident priority; facilitate resilient construction through bulk purchasing; strengthen local workforce; expand financing options; rebuild rental housing including ADUs; promote insurability and sustainability; center community voices in recovery planning.
