Public Health Advisory for Residents Near Burned Structures

The Los Angeles County Department of Public Health is reminding residents about the dangers associated with fire debris and issuing a Public Health Advisory for individuals residing within 250 yards of a burned structure or parcel within or near the Palisades and Eaton burn areas. Residents in these areas may face an increased risk of exposure to hazardous substances from ash, soot, and fire debris before the completion of Phase 1 (hazardous materials removal) and Phase 2 (fire debris removal). Exposure to these materials may lead to physical health symptoms (American Chemical Society, EST Air, 2025, 2, 13-23) and may pose long-term health impacts. For more information visit.

Debris Removal

The debris removal process is divided into two main phases, each managed by different agencies. Those impacted by the Palisades Fire must either opt in or opt out of debris removal by filling in the Opt-In Form OR the Opt-Out Form.

Opt In & Opt Out Form Deadline: March 31, 2025

How to Opt-In for Debris Removal: Complete and submit the Right of Entry (ROE) form and authorize the government to manage debris removal on your property.

How to Opt-Out of Debris Removal:

  • Step 1: Fill out an opt-out form.
  • Step 2: Apply for a Permit from the County in EPIC-LA to handle debris removal on your own after you receive EPA certification of phase 1 completion for your property.
  • Step 3: The County will review your application and your contractor’s work plan to ensure compliance with safety and environmental standards.
    • You will be required to meet all the same requirements as USACE.
    • Once approved, you can begin to manage the debris removal independently.
    • Costs: You will be responsible for any costs of the removal that exceed your insurance settlement amount for debris removal.
